Based on the new, more detailed photos, I can confirm that the building is Hutchins Hall at the University of Michigan Law School.

The full inscription on the facade, which is much clearer in these images, reads as follows:

"RELIGION MORALITY AND KNOWLEDGE BEING NECESSARY TO GOOD GOVERNMENT AND THE HAPPINESS OF MANKIND SCHOOLS AND THE MEANS OF EDUCATION SHALL FOREVER BE ENCOURAGED"

This is a quote from the Northwest Ordinance of 1787. The Roman numerals visible on the building, MDCCCXXVII, represent the year 1827, which is when the University of Michigan was officially chartered.

"Behind the Walls" by Jaume Plensa is a large sculpture of a crouching human figure made of white resin and marble dust. The figure's hands are raised to its face, covering its eyes. The surface of the sculpture is composed of a lattice of letters and symbols, suggesting the words and ideas that make up our inner world.

 The piece represents introspection and the human tendency to "blind" ourselves to the outside world to feel more comfortable. According to the artist, it's a direct representation of how our hands can act as walls, and he hopes the work will serve as a mirror for viewers, prompting them to look inward and reflect on their own lives and choices. It also speaks to the idea that our bodies are made of invisible "tattoos" or experiences.
